Definition:
A deadbeat parent isn't just someone who has fallen behind on his or her child support payments. A true "deadbeat" is one who willfully decides not to pay child support, even though he or she has the means to provide such support.
In addition, it's important to note that "deadbeat parent" is not synonymous with "deadbeat dad." Not all deadbeat parents are fathers, and not all fathers fail to pay child support.
